Challenges of Development in the Global Context

The world is inter-dependent and connected because of technology. Social development challenges are faced all over the world and India is part of this. In this session, perspectives will be shared on global challenges and within that, India’s social challenges.

As India reinvents itself, and finds newer areas of expertise and excellence, there is but one issue that remains paramount in the minds of Indian leaders, and the global community. How is India addressing the developmental challenge? This is still the country with the largest incidence of poverty in absolute terms and developmental divides are stark.

This is a challenge of incomparable proportions! Some of the elements of this challenge, like population has become a strength for India, as India stands at the cusp of leveraging its unique demographic dividend. However, there are other areas, where India has to find its own solution, like in education, health, infrastructure, etc.

These are also areas that present the best opportunities for collaborations and partnerships. Partnerships between the centre and the states, partnerships between the public and the private, partnerships between India and the world.

It is a developed India that India desires and it is a developed India that is required by the international order. The imperatives of development of India also lay in the test that pluralism; secularism; multi-ethnicity; democracy and free market are faced with in the global community today.

This session would look at the development roadmap for a “globalising” India, in the broadest sense of the term.

Working Session 3 - HEALTH : Challenges and Opportunities in India's Development: Healthcare

The single largest challenge to India’s developmental aspirations is in the space of healthcare. From lack of basic healthcare to life style diseases, India has the dubious distinction of being the leader in a number of these including the incidence of HIV/ AIDS.

These pose special challenges to the Indian policy makers, as well as to the global community. This session would explore ways in which the Indian community resident abroad can connect with India through their participation in making the average Indian healthier.

With more than 50% of its population below the age of 25, India has one of the youngest populations in the world. India is on the cusp of reaping the dividends of its demographic profile.

However, the huge opportunity and advantage of having one of the youngest population also poses special challenges for the country. Education, employment and skill development are some of the areas where the country would have to pay special attention.

This session would look at ways in which the youth of India can play a more important role in the developmental quest of the country.

Developmental Challenges of the States: Partnership Opportunities

The states of India are the theatres of reforms after the initial phase of reforms were carried out at the Central level.

Whether the reform process, which is widely believed to be “irreversible”, can make its logical way forward, is largely dependent on whether the states are able to carry the process forward.

While most of the states are looking at promoting private sector investments for various projects, the responsibility of the states themselves to raise resources for various developmental activities is considerable.

This resource requirement also presents opportunities for partnerships with private players in the development of basic infrastructure like roads, ports, airports, energy, etc. Besides these agriculture remains a significant area of private participation.

Creation of social infrastructure like education and health also requires significant resources, and novel ways of private – public partnerships can be explored.

These sessions would explore ways of harnessing these partnership opportunities, especially with the help of the human and financial capital that is not resident in India, but are of Indian origin.

The Gender Development Index of UNDP places India at 98 with an index of 0.586 (2003). In India, the Gender ratio is 97/100. For 0-6 age group it is 927/1000.

In rural India, on an average, per day, a male casual labourer earns Rs 56.53, and a female Rs 36.15. In urban India, males earn Rs 75.51 per day and women Rs 44.28.

Maternal mortality rate per 100000 live births is 407 in 2001, down from 437 in 1991.

These are figures, which put in sharp relief the need to put quality of life of women as a priority in the development agenda of the country.

This session outlines the priority areas of intervention for improving the plight of women in India, with special emphasis on areas, where the Indian Diaspora can play a part.

According to the Investment Commission, India needs around US$ 1.5 trillion in capital investments over the next five years even to maintain a 8% growth momentum.

The Planning Process still plays a significant role in the economic policy making of the country. India is at the rather unique position, where a sound economy, backed by strong demographic ratios and genuine international business interest in India are presenting a never-before window of opportunity for big and bold decisions, which would help the economy to move onto the next level of growth trajectory.

The rapid externalisation of the Indian economy, and the keen interest and potentially significant role that NRIs can play in the development of India means that the Indian diaspora may want to be more involved with the planning process for India. Besides the large remittances that the NRIs send back to India from all parts of the world, the potential for this community to contribute to the efforts of building social and physical infrastructure is huge.
